Get to know the driving force behind the Ontario Traffic Control Contractors Association (OTCCA), our Executive Board of Directors. Each Board Member is entrusted with maintaining the highest standards of governance and ethics within Ontario’s traffic control industry and is considered the steward of the Association’s values, whose unwavering commitment to excellence is reflected in every aspect of our organization.

Joe Richards

President

Joe has been involved in the traffic control industry for over 35 years. He started his career as a delivery person and installer for James Scott Equipment as a part-time job while attending York University in Toronto. Joe has since had a wide range of job titles in the traffic control field, from being a flagger to conducting lane closures to driving crash trucks and installing roadway signs. Joe is a seasoned expert in traffic control plans. As such, he currently heads up the Professional Services department, which, amongst other traffic-related duties, creates traffic control plans for Ramudden Canada. He is also the senior advisor and vice president of Capital Projects. Joe has delivered traffic control training since 2014 and is the head traffic control trainer for Ramudden and the Ontario Traffic Council. Joe has been involved with the Ontario Traffic Control Contractors Association since its inception in 2019, initially as the Secretary on the Executive Board.

Paul Sousa

Treasurer

Paul has been with Steed and Evans since 1994 and has over 35 years of construction-related experience. He began his career at Steed and Evans as a Job Site Foreman, becoming a Project Manager and then Manager of Kitchener Construction. In 2011, Paul became a Partner in the business. He is a Conestoga College graduate from the Civil Engineering Technology Program. He was a director with the Conestoga Heavy Construction Association for eight years and president for two years. He currently works with their Tender Practices Committee. In addition, Paul was also involved with the Ontario Road Builders Association Education Committee. Paul was appointed vice president in 2018, responsible for Steed and Evans Construction Operations, Traffic Services, Winter Maintenance, and McGillivray Trenchless businesses. In 2023, he became the President of Steed and Evans Limited.

Nav Bassan

Secretary

Nav has over 18 years of experience in the traffic control sector. As the founder and president of Dynamic Traffic Control, a company launched five years ago before being acquired by Ramudden Canada, Nav worked in various management positions within the traffic control sector, accruing a wealth of knowledge and expertise. Nav’s skill set encompasses the full spectrum of project management, from planning to budgetary oversight. Proficient in creating comprehensive project plans, providing cost estimates, and managing contracts, Nav ensures operational excellence at every turn. Nav spearheads initiatives aimed at redefining standards within the traffic control landscape. It is well-defined by the pursuit of excellence and is characterized by an unwavering dedication to optimizing operations and delivering unparalleled results. Nav is currently the president of Alliance Traffic Control.
